The FMCS is a scheme through which the Bureau of Indian Standards (BIS) grants licenses to foreign manufacturers in accordance with the BIS Act, 2016, and the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018. These licenses are issued for products that comply with relevant Indian Standards. FMCS is compulsory for chemicals for which Quality Control Orders (QCOs) have been published. Presently, 63 chemical QCOs have been implemented, and authorities anticipate the addition of more chemicals to the FMCS list in the near future.
Upon the implementation of the QCO, companies must apply for a license to utilize the BIS Standard Mark for manufacturing, importing, distributing, selling, storing, or displaying these chemicals for sale. Exportation is exempted from QCOs.
